Assistive Technologies and Inclusive Library Services for Students with Hearing Impairments: A Conceptual Framework for Information Accessibility and Service Delivery

Abstract


Assistive technologies can improve information accessibility and inclusive library services for students with hearing impairments, but their effectiveness depends on more than technology availability. This study develops a conceptual framework based on a synthesis of literature on assistive technology, hearing impairment, digital accessibility, and library services. The findings identify four interconnected components: availability of assistive technologies, accessibility and usability, meaningful utilization, and effective inclusive library service delivery. Their relationships are influenced by staff competence, institutional support, funding, technical infrastructure, user awareness, training, and inclusive policies. Assistive technologies can support communication, information retrieval, library orientation, reference services, independent study, and access to digital resources. The framework highlights the importance of integrating technology with users, staff capacity, and institutional conditions for sustainability.
