Community Service through the Russia-ASEAN Engineering Education Partnership: An Open Collaborative Framework for Sustainable Development Goals (SDGs)

Abstract


Community service can connect university knowledge, engineering education, and wider educational communities through training, mentoring, knowledge transfer, and institutional collaboration. This conceptual study proposes an open Russia-ASEAN community-service framework for improving engineering education and supporting the Sustainable Development Goals (SDGs). The study applies literature, historical, institutional, comparative, and system analyses. The proposed framework integrates joint research, university consortium development, training, master classes, round tables, practical activities, dissemination, stakeholder reflection, and educational outreach. Community service is positioned as the mechanism for transferring research findings and educational innovations from participating universities to broader academic communities. The framework provides a basis for strengthening educational quality, institutional capacity, international collaboration, and SDG-oriented development through sustained Russia-ASEAN cooperation.
